You can find it in the Research Facility once in awhile (it’s a pita to check every single time for new stuff, but it’s the only way to get some of the cooler things ie rainbow quint torpedoes and some of the guns/planes) OR…
once you get to Extreme Battle 093 you can farm it for her cognitive chips. It’s a lvl 200 battle with Neptune in front supported by Belfast.
There’s only a chance of it showing up in the lab. When you get the good find notification check the important tab in research facility. The parts for it will be just under the ones to exchange for funds if it is there.
