Fix for the error Content File Locked after trying to update to patch 1.05
-Right click Cyberpunk 2077
-Click Properties
-Click Local Files
-Click “Verify Integrity of Game Files”
2. Run Steam as administrator
-Go to your Steam’s install folder
-Right click “Steam.exe”
-Click “Run as Administrator”
-Click “Yes”
-Check if the game opens/finishes downloading the patch
3. Reinstall the game

(December 20, 2020 - 5:50 pm)I had the same issue, after trying all the recommendations here and elsewhere online it turned out to be the fact that Cyberpunk was still somehow running in the background even when logged out of steam. Closed the application through task manager, signed into steam and the download finished no problem.
